Recently, a supposed millionaire in china contacted me saying that she needs to withdraw 15.5 million dollars from a bank account in Amsterdam.

Sounds like this one's got her funds all in cash. You might want to ask; what are you supposed to do with her cash? Isn't there anyone else she can trust to deal with the money? There'll be other questions later, but you can save those for the right time.

I should have asked about the cash, I just made an excuse of why I couldn't travel immediately, I'm planning to say that I can travel later.

The only thing I can think of for "m =e" is that the word fell at the end of a line when word-wrapped by quoted-printable, then was copy-pasted into something else. But I think that would result in "m= e" instead.

it's even simpler I think. The = is next to the backspace. Maybe he realized he hit the spacebar too soon, wanted to do the backspace, then e, but missed the backspace.
These kind of typo's happen to me on a regular basis
