4470 numbers are redirects that are costly for you to call and can be forwarded to pretty much anywhere in the world. It is very popular amongst scammers.

Hi afreeman and welcome to Eater. Yes it is usual for lad to us a 4470 redirect number.

As next victim has said...it is very costly to call and the uneducated can believe that they are calling a UK number.
