lottery reverse scam

I just saw a topic in the pictures and video section and also posted this there. But what I was thinking of was a reverse lottery scam where someone starts the bait with a legitiment document stating there email address has been entered into a lotto draw.

then after a few days the same baiter or another baiter sends them an email stating that they have won ????? thousands of dollars with an official lotto form with there supposedly selected numbers drawn.

just a thought and any ideas from you fellow baiters would be greatly appreciated.
