Saw this on the news and couldn't help but wonder if some of the "victims" that have not yet come forward to lodge a complaint might have been baiters...

A city employee has been accused of using her position to scam job seekers, KPRC Local 2 reported Friday.
Houston police said Cheryl Jackson, 39, was a manager at the city of Houston's Public Works and Engineering Department. Investigators said she contacted at least 22 people interested in working for the city and promised them a job if they paid her cash for a computer training program. "She was receiving money, specifically about $547, from individuals, promising them employment with the city of Houston," Capt. Ceasar Moore said.
Investigators said they were alerted after receiving a complaint from one of the alleged victims. Officials said there may be others who have not come forward.
"Anyone who has been in contact with this lady and has been promised a job in exchange for some money, or promised certification in some Microsoft training in exchange for the money, needs to contact our office or the Burglary and Theft Division here at HPD," said Capt. Dan McNulty of the Harris County District Attorney's Office.
Officials said they estimated Jackson had been collecting money from applicants for the past three months.
Jackson has been charged with felony theft. She is being held in the Harris County Jail without bond.
Police said Jackson told them that she did it because her husband has been out of work. Investigators said she was driving a new luxury car when she was arrested on Wednesday.
Detectives said Jackson was also running a business to help consumers fix credit. Officials said they would like to hear from her customers to because they are concerned about how she fixed their credit.
Jackson previously served time in prison for convictions on theft and forgery charges.
