Hi Woody, he is holding out on the Account number so I don't think I can report it yet or can I if I have the BIC and IBAN?
Im going to tell him my bank returned the payment and let's see what else he coughs up !!

^^ I believe the IBAN and Swift is all that is needed to identify the account

The IBAN includes all of the account details and bank (and possibly branch) identification. If you've got that then it's sufficient to report the account.

^^ tell him this is a business transaction, he is not your friend or family so you are not going to send him a gift via pay pal.

Either send a proper bank account that works or the deal is off.
