I've got this and I don't know how to respond?
This isn't in answer to anything I have sent so I don't know what
sort of goods he'll be expecting. Will it be a CC bait do you think?
But unsure???

I'm just now winding up one of these. The lad sent me a spam scam in August, or rather sent it to a mailing list I'm on, I answered, and he ordered 150,000 gears. I had a heart attack in Paris en route to Togo, the cardiologist sent him a message which I guess cost the lad some time as he had to find someone to translate it (expat lad I guess), and I burned up two of his domains and a bank account. Bait ahead!

He's going to hit you up for the tender registration fee that qualifies your company to offer him the products that he doesn't know you sell yet

T/T is telepathic transfer (i.e. into a bank account). I don't know the others. You can tell him your character's bank account. You will be required to pay a registration fee or a lawyer's feer or the like before they'll send the money to your account (but your character doesn't know this yet).

FOB means the location where you ship from or the location such that shipping cost is zero.

You may not know how long it'll take the shipping company to deliver, but you can estimate the time it'll take to make all those frying pans.

It's irrelevant really as I doubt the lad will check. Indeed if he asks for you to use a private shipper he would be outside the terms of FOB anyway as it would be the sellers responsibility to get the goods onto a ship. If he does ask you to do this he is expecting you to pay for shipping- you can go after the shippers bank account. If he wants to pay for the shipper himself he will probably be offering credit cards.
