Actually due to the Sorgi games, my bank has said old Soviet Bloc related countries are under high alert due to possible Terrorist Funding. They are unable to transfer until after the games.

Perhaps if he could provide a bank account from a non-former USSR country, the terrorist funding delay would not be an issue and you could transfer the mula to him without delay. And you could fire up the BBQ!
