Very unlikely to happen as they are operating anonymously in Internet cafes in places like Africa and the Far East.

Very true but there is one very true fact! The scumbags MUST SURFACE at the Western Union or MoneyGram site to get their money.

This is true, but in many locales, and in many circumstances, it is virtually impossible to get Law Enforcement involved.

However, take heart, and please don't despair. We are a community of many dedicated and talented citizen volunteers that really do hit these criminals back hard.

Has anyone approached WU and MG. All they have to do is post the scumbags pick up information and nail him when he comes in.

As Nigel says, you are dealing with scammers in locales where law enforcement are not as "trustworthy" as they would be in Europe and the States and will possibly be more than willing to turn a blind eye if it's made worth their while. There are probably also dodgy WU staff in these areas as well, who will be more than happy to make sure the scammers get their payment.

Arrests do in rare occasions happen - you will see a few members with

icons in their signature, where they have managed to get a scammer arrested, but it is not a common occurrence.

Others have more specific information than I do on the subject, but I believe cooperation with WU/MG has been thoroughly explored.

Unfortunately, for a variety of logistical, technical, and legal reasons we really are limited in our ability to utilize WU/MG to obtain Law Enforcement cooperation in many, if not most all locales. I'll defer to those members more knowledgeable than I to explain more specifically.

But, I would like to list just a few examples of how we hit the scammers hard.

Here is a story of a Lad trying to scam a church who ended up stranded in Chad for the good part of a year:

The trouble is, for a lad to be arrested, he must have picked up the money. And once he's picked up the money, all he has to do is hand it to the policeman who arrested him, and start over.
Besides, there are worse things we can threaten them with than arrest. Gangsters. Ritualists. Angry gods. Evil spirits. The best of it is, we get to hear about this afterwards.

Per my post in this thread Time = Money. They need money to remain below the radar of LE and run their scams

Baiting can cost scammers money and if done correctly sanity. Also credibility is also a time factor, if their sites keep crashing, this could cause them more time shoring up support from real life victims. If a few question due to the scammers credibility and search contact points of the scammer and they turn up in a site like scamwarners this also cost them.

I feel we are having an impact, but for the most part we don’t see. But the impact is real.

If we want arrests, we need to encourage victims to go to Law Enforcement. They need to know a crime occurred, before they do anything. To have increased enforcement, we need more victims to come forward.

another alternative of the WU corrupt employee is to offer to help them for a modest cut but they have to come to the branch where you work,which of course is in the next country to where they are located. In order to do the illegal transaction you have to do something to the computer at the exact time the money is picked up in order for the system to not automatically flag the transaction as fraudulent.
