Do you have Magic Jack or other SIP based cheap IP phone with a USA number? Many providers have plans well under $20/month. If you are a tightwad and want the scammer to call you on his dime, set up a free SIP account, then attach to it with a free SIP softphone, and then add a US DID number for free from IPKall.
Plans to call out unfortunately are not free, but plans to call all of the US and Canada with unlimited calling are cheap. I prefer bring your own device providers over hardware tied devices such as Magic Jack or Ooma, but this is a matter of personal choice.
If you install Wireshark and monitor your network connections, you can get the IP address of those you connect to. A scammer calling your SIP or Skype account can reveal his true IP. Beware, this works both ways. Most lads are not able to install this at the internet cafe.
If paranoid, simply let it go to voicemail, then the IP of the voicemail server shows instead. Some providers provide info in the caller's info beyond IP addy. Nice.
For example here is a copy from my call log that I didn't answer. It shows the call info including the IP addy. The phone number is XX'ed to protect the caller.

It shows the IP of the phone company if a landline call. Great for identifying calls from call forwarding services. |

Just tell them your phone provider doesn't allow outgoing international calls and make them call your unregistered, disposable mobile ... they will call and call and call to the point where they become a frank pest. |
