Strange, I created two accounts last week and one today. Never had that come up. All it asked me was an existing e-mail addee.

Perhaps this has to do with the location you put in?

Edit - gave them an alternate email and they still ask for my mobile number... Are there any free services to receive SMS so I can avoid this?

There was a thread about this a month or so ago.

All you have to do is keep on trying. Its appearance seems to be completely arbitrary so you'll get a free shot eventually. Alternatively, you can ask another baiter to open one for you.
