Given the context, I would guess it means bad, poor, of low quality, but it's probably more degrading slang like garbage, crap or shit.
I read it as:
"My dear James your format is shit and the English in it is poor, you sound too much like an African, educate yourself better you fool."
Which means you are doing a great job if he thinks your English is bad and sounds like it's from a local  |
