It doesn't go in fake sites because it isn't. These are illegal HYIP/Ponzi schemes and are probably best kept in Misc. Scams.
There is a valid point in killing such sites to stop people from losing money.

Okay, I just had a closer look at the site. This is not your standard HYIP scam site, but is made up a little more sophisticated.
As they say in Starwars: Close, you must it. Scam it is for sure.
But, proof is a little more protracted for this one. Else, I would have offered my standard HYIP scam template, but it won't bite here.

Some observations:

Careful with killing the gauer.net site as you may be killing a private webpage (http://www.gauer.net/index.html) - I cannot see an obvious connection here, apart from that the guy is in the program, too, but you can't really proof that...

I agree with the point on the gauer.net site--looks hacked.

Might try contacting him at http://www.gauer.net/contact_-_imprint.html and let him know his site's compromised.

I've done that before, with limited success.

Okay. Hmmmmmm. Shucks. I hate pyramid schemes as they tend to make the victim suck in more friends and family to keep it going.

I just had another closer look at the gauer.net site and the chap behind it, Andre Gauer.
IMHO, he's involved in a lot of MLM, network marketing and other "make money quick" schemes.

I believe he knows what he's doing and so contacting him will not achieve much.
I also think that it would be okay to contact networksolutions.com, the host of the gauer.net site, to inform them of the re-direct (www.gauer.net/recommends/imperiainvestgn - this is purely a re-direct or forward site), because such re-directs/forwards breach their acceptable use policy (http://www.networksolutions.com/legal/aup.jsp), specifically the following points:
