I am also extremely interested in finding an artist to recreate through paintings my own and customers cars, can you help me out with this my friend?

You could keep sending him forms for now. Make each one a bit longer tho. Keep adding more rules for how the cars are selected and paid for by you. When you are ready & think you can handle it, add another company character.

You will also need to send him requirements for how the pictures are to be taken (the name & slogan of your company must be written using bar soap on both windshields & the name only on the rear passenger & driver side windows). These things can't be left up to the lad.
