No mate. It's not a new approach.
It's what's called a Recovery scam. A particularly nasty scam that targets people who have already been scammed.
Other organisations used in this type of scam include the EFFC and the UN.

I like these mugus. They tend to be quite tenacious since they already 'know' that you're excellent victim material.

I usually reply back with something like

"OK, but I hope this isn't another scam. The last 2 times I got email like this, I sent more than $10,000 Western Union to Africa and then they stopped returning my phone calls and emails and I never got my $20 million"

I figure that probably gives them a warm and fuzzy feeling.... until the lad torture begins.
