Basically he told the scammer he had paid him via Paypal, but the payment had been frozen because the bank suspected something suspiscious, but if the scammer paid a small amount into his account that would unfreeze the payment the scammer thought had been paid to him. And the scammer did pay him £25.

Unfortunately he did end the bait by informing the scammer he was a baiter.
