Besides 419, I am also interested in reporting and/or flagging survey scams on the web, e.g. those purporting to offer keygens, "full movies" or any other sought-after crap online. Problem is I am not as experienced with having them killed through host abuse reports. Has any one of you baiters dealt with such stuff?

This site doesnt deal with them specifically but the process would be similar to killing fake sites so I would suggest starting there. Ask for a mentor if you havent already and let them kow you want to learn site killing.

You could try checking the WhoIs details (I used http://centralops.net) and sending an Abuse Report to the Host and Registrar.

I would assume spam/scams are against the ToS and AUP.
