No, not new. It's a Compensation scam, promising compensation to people who have already been victms of scams. From the scammer's point of view, he's targeting people who have already paid out ... in the hope that they will easily be persuaded to pay out again, and this time to him.

It's a particularly nasty scam, of course, as it is preying upon people who may already be in debt, desperate, and vulnerable.

There are a few Compensations scams in the Surplus forum - look for the word 'Compensation'.

Money Recovery scams are a little similar, promising to finally get somebody's 'overdue funds' to them - these also may attract people who have already lost money to scammers, though are usually worded so they can also be read as a discovery of 'outstanding payments' that one didn't previously realise that they were owed. These are described as 'Overdue Funds' or 'Overdue Payment' in the Surplus forum.
