Here is a quick update. I agreed to send the money and transferred it. He wanted a receipt and I had to wait for the bank to email me one. I passed on a nice .dll file for him.

^^^ I was curious so I checked, visa fees for most Nigerians entering the US are $160 or $190. It looks like the passport fees are currently $65 but will soon be changing to $93. A far cry from $1,000!!
