Killing E-Mails; how does this work?

I've not been baiting for a few years, so sorry for any bone questions I may ask, but I've been wondering why a small percentage of my initial replys to 419 letters 'bounce'; even to recent 419 letters that I've receive.

And then in another post I read this:

I remember that this lad's email address was killed recently because one of my mails to him bounced.

So how does this 'killing of emails' work?

Someone forwards the scam email to the provider's abuse department, the abuse department closes the lad's account, and two minutes later, the lad continues to work victims from a brand spanking new account, and any people who were baiting or investigating him have in all probability lost him.

Closing the lad's account is about as much use as tits on a fish.

We 'just say no' to closing email accounts, it takes the lad 2 minutes to open a new one, and could easily bugger up a bait or LEO investigation.

A fair question, that has been done to death in the past.
