I know that the FBI and "reported to the FBI" is an excellent ongoing joke on this site.
However, I am fairly sure, owning to ip address, his manner of discourse, phone number and the bank account format that he has sent me that I am dealing with a US based lad now.
I could be wrong. But the bank account format swung it for me.
I therefore started clicking around US government sites and found.

This is a confidential reporting site. You don't have to put in any personal info. I used a VPN to access and just used my baiting email address.
I reported what I knew about the lad plus some scamwarner references about him or at any rate the format he uses.
I have yet to get a reply, but I am thinking that this may be a good way for a baiter to get a policeman's helmet.

I’ve delt with a few lads that I think are US or UK based. The problem is, unless you have them in the flesh the FBI or any US law enforcement agency won’t do much of anything. The reson is the lad could still be out of the country, just using Burners and a VPN to make it look like he’s US based. So if you really think he’s a US lad try to dig up any concreate evidence. Pictures of him are a good place to start. |

IP addresses are unreliable, especially if using Gmail, Yahoo, or Outlook. If they are accessed from the web, the IPs may show U.S. cities, no matter where the lad is located. It's why we recommend these methods for baiting safely.
Textnow.com takes about 3 minutes to set up and gives anybody a US number for texting or calling.

This may easily be a victim/mule providing the information exactly as their bank provided them and the lad copying and pasting it.
Don't get me wrong, there are US-based lads. Many, in fact, but I would never assume it based on the above.

I know you had the best of intentions, but here's the bad news, you've shown no crime and presented no victim. As it is, you've simply shown the mechanism for a possible scam/theft. Unfortunately, he FBI is likely to dismiss the report quickly.

We have a policeman's helmet? Damn you secretive Mods, never telling me anything. We do have the icon, though. It takes a lot of luck and skillful baiting for these. I have no issues saying a simple report of a few scripted emails and a report on SW will not lead to an arrest. |

As Bware points out, even if a lad really is in the US, and not just pretending (and spoofing evidence), it is sadly very, very difficult to actually get an arrest. The amount of conclusive information needed to get law enforcement to take notice is staggering.
A few years ago I co-baited an Atlanta-based lad, with Capone (RIP ). There was no question he was in the US -- we safaried him all around the country as he attempted to connect with my rich widow character. We looked into every possible option to get him arrested, but there were several problems. For one, we couldn't be sure of his real name. His phones were presumably burners, and of course his email addresses were also fake. And, significantly, all we could show is his intent to steal money from a fictitious character. There was no verifiable crime committed, nowhere near enough for LE to pursue.
Even when there is actual evidence of a crime, the amount of money involved has to reach a fairly high bar before police will pursue it.
Law enforcement is unfortunately spread very thin, and under-budgeted, so they are forced to do "triage" when evaluating potential crimes, focusing their resources on either the most significant or the most easily proven. |

Good advice baiters. Many thanks. But perhaps the reporting web facility might come in useful if a baiter gets lucky. |
