I thinks it for credit card phishing, the email address seems to be a genuine email domain that has been compromised as vibo.com.tw looks like a genuine Taiwanese telecommunications company. I'd steer clear just to be on the safe side.

Yes, looks like phishing or just plain spam.

And don't make the mistake of assuming that the sender is from Taiwan, just because the email is from a .tw domain - it's most likely been compromised as Father Moleman says or just spoofed.

^ hijacked, spoofed, or purchased. it's little indication of where the scammer really is. I get this sort of thing on Skype, usually it's a bot that wants a credit card for age verification (ie; robbery). Not really baitable.
