Is this true or total BS? I have traveled to Puerto Vallarta and the Bahamas for vacation, never needed anything (pre-9/11). Is it true if you are going to visit friends/family that you need to be invited? Or does it depend on the country?

I have no idea but I have always figured even if it were they aren't really looking to leave so more than likely they would sell it.

That's what I figured, especially when they mentioned passport or some other ID, the "financial and accommodations for the entire stay" just sounds odd to me. They're probably just collecting and selling.
