If you fancy tourturing your scammer, ask him to ring at the lovely times of 2 AM to 5 AM West Africa Time (WAT), which is the time-zone used in Nigeria. Here is a way to do it, without it being obvious what you are asking him to do.
Get him to ring a number, which you then redirect to +44 7017852123. That's a UK number. There is usually a message saying:
"The person you are calling has indicated they usually take calls between 7 pm and 10 pm Western Standard Time. It is suggested you call back in x hours. Have a nice day."
Where x changes in the range of 1 to 21. Each hour the message is updated, to reflect the approximate humber of hours until it is 7 PM WST.
But
7 PM WST == 2 AM WAT
8 PM WST == 3 AM WAT
9 PM WST == 4 AM WAT
10 PM WST == 5 AM WAT
So any time he calls that UK number, he effectively gets asked to ring at 2 AM to 5 AM local time in Nigeria, with a counter telling him how many hours to wait, since I know time-zones are likely to be difficult to comprehend for most of them.
I've not quite determined what to do between the hours of 2 AM and 5 AM WAT. If I can get the phone number of a scammer or two, I will redirect the above number between "technical faults", other reasons the call can't be taken, and other scammers.
To make it most realistic, your scammer needs to believe he is dealing with someone on the West coast of the USA. That explains why the time-zone asked for is Western Standard Time. I suggest you send him to your own number, not directly to +44 7017852123, then redirect your number to +44 7017852123. If you do send him directly to +44 7017852123, then your character should be a UK based person on business or holiday to the USA.
If for some reason my computer crashes, there are power outages, network issues etc, then it is possible the message will not have the correct number of hours, or be directed to the phone number. But that does not matter
I've not taken care of time zone changes, so it is possible things might be an hour out sometimes if the UK, US or Africa changes their time zone. It is right based on the times we have now, but I'm not going to mess around making it perfect.
I've set up my Flextel number such that
1) If a scammer withholds the number, he gets a message anonymous calls are not accepted.
2) If he dials outside the times of 2 AM to 5 AM in Nigeria, he gets a message to ring back in X hours.
3) If he does ring back between 2 AM and 5 AM in Nigeria, the behaviour is not fully defined as yet, but I suspect it will be a technical fault or other scammer.
Note the above number does not reject anonymous calls. I do that at an earlier stage.
The dynamic number changes are achieved on a Sun workstation running Solaris, which is on 24 hours per day. But you can do similar with Linux and Windows if you use Flextel
