Is this a scammer?

I just got a strange email in on my catcher account and the subject title says: "I need a loan". The email itself is written very weird, here's how:

I've never seen anything like this, this seems like a fun scammer to scam by sending him a bunch of forms and stuff that he has to fill out but I have the feeling that it could be an honest person. I have no idea really.

These are the data a lad wants his magas to fill in his "form". It definitely looks like it was sent by a baiter, the good question is where he got your mail address. Where do you have your mail addy posted?

One thing you could do, is to reply with a "CDXIX" (Roman numbers for 419). Albeit it's far from a universal code, there's a fair chance that the baiter may recognize you as a fellow baiter.

Actually, I'm fairly certain that this might be a victim. A quick search online shows an arrest record in xxxxxx NC for this guy. Assuming his birth date was a typo (1988 instead of 1088), he's in the correct age range as well. The address is real. There are even craigslist listings by him.

Only thing that doesn't work out is how he got your email.

Who sent the mail? Does the mail acct. name match the name of the possible victim, or is it different? I'm thinking it could be a lad who might have forwarded it by mistake (they do things like that surprisingly often).
