Sorry to hear your brother is in the grip of these scammers. As far as I know you don't need an account to send money via Western Union. Most Western Union offices have notices up saying not to send any money to people you don't know. They can't stop him they can only warn him of the dangers.
Even if they did stop them the scammer would just tell him to use Moneygram.
Maybe you could encourage your brother to speak to us here on Eater or better yet www.scamwarners.com our sister site where we offer advice to scam victims.

Please don't keep opening threads on the same subject. It clutters up the forum. Use the one you've already created.
Also, the chances of our members knowing a scammer from an email address or an IP are slim to none. There are estimated to be 250,000 internet scammers in West Africa alone. Even if a baiter has come across a particular scammer, what are you hoping for? To get your brother's money back? To have the scammer arrested? I'm afraid that I have to tell you that the chances of that happening are just about zero.
Your brother's case is best dealt with at our sister site www.scamwarners.com, rather than here.
Finally, contact your local police. They will be more efficient at dealing with the situation that a Western Union office. You can try explaining the situation to WU but don't hold your breath that they'll act.

it could be possible that he is really using his true name, but... as SOOI outlines: the chances are very slim to non existent.
