Hi thanks for mailing back,i really appreciate it,am ok with the
condition and the price,i won't be able to come for the inspection due
to my work basis,i am a petroleum engineer am offshore at the moment,
i am buying it as a gift for my son who just graduated from the
University,i want to make it a surprise for him,he wont know anything
about it until they get delivered to him,i can only pay through PayPal
as i don't have access to my bank account online as i don't have
internet banking,but i have my bank acct attached to my PayPal account
and this is why i insisted on paying you through PayPal, i have a pick
up agent that will come around to pick it up after i have made the
payments for the it

I'd say that he is for sure - you may notice that in his reply he doesn't actually refer to a car but only to "it"? That's a scammer trademark.

Definitely a scam. The writing style is Nigerian, and this type of scam always features a personal shipper/pick-up agent. Buying the item as a present is also a common feature.
You'd be sent an email supposedly from Paypal confirming payment and asked to sent part of it by Western Union to the agent.
