Just curious do you think this guy is a scammer

I'd say that he is for sure - you may notice that in his reply he doesn't actually refer to a car but only to "it"? That's a scammer trademark. |

Definitely a scam. The writing style is Nigerian, and this type of scam always features a personal shipper/pick-up agent. Buying the item as a present is also a common feature.
You'd be sent an email supposedly from Paypal confirming payment and asked to sent part of it by Western Union to the agent. |
