My two cents, here.

Hide the faces (either by pixelating or by covering the eyes with black stripes). Two reasons: it will be easier for the er... applicants to send their pics ("after all my face won't be on a website open to each and everyone"), and you can use pictures of baited lads without the risk that someone recognize his school buddy in there.
Moreover, you will have the undoctored pictures available to customers only - rich and perv--- artistically inclined customers.

This will explain why you might be willing to pay for new pics.

I was going to string them along. The first two pictures would be things like food arrangments or a book, and very easy.

The two pictures that are required preceding the massive prize money and new camera and laptops will be NSFW pictures from the bowels of the internet.

Maybe add some testimonials? You could have one from 'Ray' (Isolation photo) saying that the money helped him to start a new career, and now he's earning £/$xxxxx per year because of it?
