 E-Bay Scams Question

I recently had the next highest bid on an item on e-bay.
A week later I got a bogus 2nd chance offer from a scammer
(E-bay was supposedly holding the item and all I had to do was send them a Money-Gram)

My question is how did the scammer know I was the runner-up and how did they get my e-mail?In the past e-bay used to display this info, but they have since been concealing who the other bidders were.

I have since changed my e-mail and e-bay passwords-just in case.

You should inform/challenge ebay about this. Most likely they used the 'second chance' option in ebay, maybe even in a fake auction, so the account should be closed down or suspended.

I am pretty sure the seller was not intentionally in on this in any way, because the seller was a genuine State Government agency. (in the USA)
(one that I have dealt with for years-and also formerly worked for as an employee.)
