438 phone scams

Today I've got a call from number 43820893082, there was no response and it disconnected almost immediately. Googling the number revealed people from all over the globe with a similar story. However, there are stories about lottery scams sent by sms from similar numbers in that forum (http://whocallsme.com/Phone-Calls.aspx/438/m).
Where does it come from? Could anything be done (reporting a number somewhere?) I don't even find this calling code (it seems to be too long for an austrian number, but who knows)

It would most certainly seem to be some sort of attempt at a scam judging on these search results ....
