That's just a lad who can't be bothered to send out his scam on the first go as he's probably realised that most people just filter out the normal scam emails so he's looking for someone who will reply to a "blind" scam.

Just reply "Please tell me more" and I'll bet you'll get a standard lad script. Probably an orphan of a dead cocoa magnate or a next of kin scam.
