Help from somebody in Canada

This started with one of those “Next-of-Kin” letters from somebody claming to be in Canada. He sent a copy of a Toronto drivers license followed by a Letter of Reference from the Ontario Attorney General Chris Bentley. But when it came time to fax something he gave me a fax number which happened to be 450. That’s not Toronto but the area north of Montreal.

Now he’s asking me to call him and he gave me a 647 area code. From what I can see, that’s Toronto. This guy is going all over Canada.

Anybody in the Great White North want to offer assistance?

Have you traced the IP address to verify that he is in Canada at all? He could be using a mobile/satellite phone with a Canadian exchange or a computer based/VOIP number, but actually be any where in the world. You can check the numbers here: http://www.numberingplans.com/?page=analysis to find out if they are mobile phone numbers. Unfortunately that site does not clearly identify VOIP numbers or other computer based numbers.
