Most banks (and paypal, ebay etc) have their own places to report these to-you'll need to check with whichever bank etc the lad is phishing for.

They are outside of the scope of the fake banks forum here. By far the best place to report them is the site being copied. Most of the major businesses targeted have paid resources that are quick to act to get sites and phone numbers eliminated, as these scum are taking money from their businesses. They just need to be notified so they can start to work on them. All of them ask for a simple forward (full headers if possible). Some will respond (paypal will send an auto response telling you that the site is indeed fraudulent and they are working on it), others won't, but they all take them seriously.
