Hmmm...maybe it´s like the Soldier Scam...I had one some time ago, when he miraculously could NOT meet me at the (fake) address given to him, but luckily there is a diplomatic transfer with just a minimal fee...so that being the actual scam : Personal meeting not possible, therefore courier (+ fees)!.
In your case, he wants to find another diplomat, so he generously offers you to withdraw your far away parcel, the fresh diplomat will not walk this distance  - or he will, provided by you with a courier fee... |
