I guess he is saying who is worse, the mad brother who takes the father's clothes, or the father who exposes himself in public. Well, I'd say the mad brother, such an awful thing to do to his father, trying to embarrass him like that. His intentions were evil. The father was mearly streaking in public, trying to get his clothes back and kick the crap out of the mad brother. Nothing wrong with his intentions.
