Is this a scam?

I assume it is and whenever something begins with "this is not a scam" it is always fishy. This was on a local msg board where most of the members are familiar with each other.

Hi everyone I thought I would share this with you all,
There is a new online money exchange , They are competing with paypal
so from now until may 15th they are giving 25.00 to anyone who signs
up for the new account , It is totally free and it is very similar to
paypal plus for everyone who you refer they will add 10.00 to your
account and you can refer up to 50 people per calendar year , This
does work and they are a FDIC bank so it is legit I have done this ,
Here is what I did...
I signed up and then I invited my mother and her boyfriend to join so
I got 25.00 for signing up plus 10.00 for each one of them , so I had
a total of 45.00 in my account all within 10 minuets

Now you can add your bank account information if you want to but you
do not need to , If you chooses not to add your bank information and
you want to withdraw your money they can send you a check but it cost
2.50 every time thats what I did because I wanted to make sure
everything was legit and this was for real and it was so just be sure
to subtract 2.50 from your account when you withdraw money and you
want it sent VIA check
so when you get the 25.00 for signing up you can take it out right
away but take out 22.50 and not 25.00 and that will cover the cost of
the check fee, There is no monthly fee no yearly fee nothing at all

If it sounds too good to be true, it probably is. Why not contact the sender using a baiter character name and address and check the IP of the reply?

Looks kind of like a shady pyramid scheme but I dont think its illegal or a scamming site.

I did a little more digging, and you're right - it may well be a Ponzi scheme, but it's not a 419-type operation.
