I think the fact that this came with a French version suggests that English is not his first language, but even so his claims as to what he can help a person with are pretty bizarre.

This really takes me back - I used to get a lot of these kind of messages in the early 90's. It was a witch doctor then offering to cure fungus or destroy your enemies or whatever. This looks like the same sort of thing. I haven't seen one of those is a long time.
