A bait with one of the many Patr1ck Ch4ns (in my persona) just went belly up over ID issues.
If you have sworn not to scan and send your ID, then why are we still communication? We better call it quits than go on. It is not possible to carry on without it because the essence will be defeated in the long run. It is easier for a camel to pass through the eyes of a needle than for somebody to get out funds of this magnitude from a bank without proper identification.
I know you are aware of the magnitude of funds we are talking about and the fact that the copy of your ID is absent cannot get such funds out of any bank. If you are going to a bank to collect money, you need ID no matter how small except the account is yours, even if the account is yours the paying tellers will still confirm your photograph and signature from the system.
We are talking about laying claim to an inheritance worth $22,500,000.00 and you expect a bank to give it to you without proper identification?
My friend let us help ourselves by at least putting one or two together to know certain requirements that cannot be undermined in the financial world.
I offered him my "passport number" and a passport-sized pic (of Sophie Monk) but he wasn't happy:
Why are you so stubborn and uncooperating. I am not not using your Id for anything other than identification by the bank... I have nothing to do with your picture. I want to repeat if you are not ready please go. I am fedup with explanation.
So I told him:
I'm sorry you feel that way. I guess that's just too bad.
He sent back simply "Thank you" to which I replied:
BTW - please be a gentleman and delete my photo and the passport number.
He couldn't help replying:

I don't know if it's because he really wants the last word, or because he can't believe that I'd just drop it and walk away and he's waiting for me to beg to come back.

Option "C", I think it's a little bit of both.
Let's face it, we all like the last word in any sort of confrontation, and your lad also doesn't want to miss out on any tiny sliver of a hope that you will push some money his way.
