After pledging her undying love in three letters, some nasty person turned off the gas to the whole building because one tenant wouldn't pay the bill. Obviously this one doesn't want to travel to see me, she would rather eat!

moment! It will cost many money. I have no such sum now. I have now
3500 Russian roubles. I cannot think up more. The electric plate with
installation will cost nearby 11500. It nearby 380 american dollars. I
cannot make it without your help! Please, do not throw me in such

I thought I would have some pity on her and make a suggestion before I agree to send some money to her:

Great suggestion on the toaster oven. I would have suggested a microwave oven. A new one goes for what a toaster oven once did. Tell her to save the rebate form and send it in along with the receipt and bar coding on the side of the box.
