I really want to mock up various images to help convince scammers of the bait. Is shelling out 60/100 pounds on photoshop the only answer? Is there any free download available that will do the job?

Im no fan of The Gimp, and I usually like open source.

My personal favorite is Paint Shop Pro for win, and Pixel for Linux (Although both are commercial programs)
