At the moment, Im renting a flat, though some things are becoming quite annoying. Amongst other things, the current problems I have include..

A faulty boiler- the only settings I have are full power or off, because he still hasnt paid the plumber to fit the required parts since october..

Windows in the main bedroom are painted shut. Im certain this is a fire hazard.

The fireplace in the living room has a woodworm problem that he's taking no notice of, despite me pointing it out several times.

Dont get me wrong, I dont exactly live in a slum, but Im sure the price I pay for the rent means that my landlord has to resolve these problems, or else I have the right to withold rent money? Is this correct?

what did your rental contract state when you took the flat on.
im sure he is responsible for the work.

best people to check with would be your local council as im damn sure
he needs to inform them that he is a landlord.

try talking to him again,then put it in writing to him,meanwhile check it out with the council,then take him to task.

doesnt sound like he is of good character

always be polite but firm,see how it goes

Contact your local Citizens Advice Bureau (google it), always a good starting point.

Been trying to find the Scottish equivalents of sources of information available in England, and they seem to be few and far between or poorly organised.

In England your council would have a housing officer whose specific job was to give advise on this type of thing, but I tried a few random Scottish councils and couldn't find anything. Perhaps they do actually do it but just don't advertise it well, and if you phone them you might find out.

There is a Scottish Executive site http://www.betterrentingscotland.com that starts off looking ever so hopeful, but, like a politican, has absolutely no substance behind it at all. Sad

In England I believe that you would be able to withhold rent if there was a substantial defect in the landlords performance of the contract; an example has been an elderly person living nice and high up in a tower block where both the lifts and stair lighting didn't work.

The windows should certainly be fixed; it's both a fire and a health hazard, and presumably prevents you from receiving the required safe level of ventilation.

Your rights regarding the heating may be determined by your rental agreement.

In most places the general law is the owner must maintain the property.
Double check but if it's outdated maintenance get it fixed by a qualified person and deduct it from your rent payment.

I've been through similar myself.
Sometimes it's not that the landlord is being cheap they just dont care unless you push them. While your not complaining how would they know there is a problem. They don't live there remember.
Complain everyday until fixed Smile
