I would imagine HERE that would be a bit difficult, since unless the topic is about scamming it really is not "on-topic." Usually the troll will throw in serious political comments knowing it will set off one or two posters who are pro and con. That is not really going to work on a specialized board.

Other than repeatedly opening threads on or introducing in established threads things handled in stickies and in other threads over and over again I am not sure what they could do. Even then, the topic would be properly locked and the troll fried.
