Say you've found a place but it needs resource consent (a permit) before you can make the purchase. I'm a Consultant Planner (in real life) and getting a consent can take months and involve more red tape than you would believe. The perfect way to draw things out forever.

Sample: the council requires you to provide for a stormwater management system on the site to prevent flooding. What should I do next?

Or: records show that there may be contamination on the site, shall I commission a contamination report (generally cost about $3000).

Red tape angle is easy to play...

Or of course you find him the perfect place but there's a leak in the roof and it needs to be fixed. The landlord lives on the other side of the world and can't be contacted to give his approval so we have to wait until the property manager contacts the landlord etc. etc.

What country is he wanting to move to?
