This is just a bog standard scammer's opening letter.
The fact that it wasn't addressed to you is also a very common occurrence.
The scammer will have addressed it to himself and put the addresses of all the other (possibly hundreds of) recipients in the BCC box.

If you are not going to play with this it should be whizzed off to the Surplus Letters forum.
