Am i to assume that it would be considered unsporting, or otherwise against the rules, to direct these call to a 900 or other premium pay service?

If you are talking about getting a mugu to call a premium rate line, it is highly encouraged!

Yes, that is exactly what I am talking about.

I work with PBX's a lot and IP based PBX services but never with the premium rate services. . . . . . . . .

My thinking is to use an IP number to slam him over to a premium number.

Technically it's very simple. I just need to figure out how to guarantee the mugu has to pay.

Well, the mugu will be definitely calling from his cell phone. So, any call you can get him to make costs him a lot of cash. Go for it man!
