-Has connections with government, or businessholders, in West Africa. (Do scammers count?)
-Is online very often and can be called for miscalleneous missions at any time

Requirements:
-Must have internet connection
-Must have a general understanding of the current situation

Assuming this lunatic is not a troll and really believes this, then he is truly beyond mere self-delusion.

Trying to help an experienced 419 scammer out of a life of scamming and into legitimate employment would be like finding an angry, rabid rat in your basement and trying to gently tame it into leaving your premises.
This problem cannot be solved by the softly-softly approach. Show compassion to a scammer and he'll just exploit it.
