Looks like the same scam to me! We even got the same winning numbers (as did thousands of other people). I've poked around a little and Campbell Douglas and Associates/Global Hand has apparantly been running this format for years (which would explain why I never got him to go to Western Union). There does seem to be a real charity named Global Hand, but they don't give out prizes or promotions via email like this and aren't associated with any entity named Campbell Douglas and Associates.

Anyone who has been a victim of Global Hand or any other fake lottery is more than welcome to contact me at lotto419[at]gmail.com (replace "[at]" with "@"), but I'm afraid that I can't do anything to get your money back or to arrest the scammers.

With research I have done, I have found that it is illegal to play Foreign Lotteries, but in any Lottery, taxes and any other fees come straight out of the winnings. If you are asked to pay any fees, before you can receive your winnings, it is a scam.

So, now this bait has two characters in it that I invented being played by a lad. He apparantly still thinks I want to send him money. I think that it's time to ask why I never heard anything else from the bank. I definately need to ask him about the eating a frog and an egg thing. It has also occurred to me that I should probably ask that the document be sent to me so that I can have it notarised myself. Notarisation is often free in the UK; I have no idea why it costs thousands of dollars in the Netherlands.

OK, that was interesting reading on a lottery scam. Time to ask for a bank web site so that you can get information to contact the bank directly (domain kill). Time to introduce your own lawyer to recover the claim.

This is actually still going on, I just hadn't been posting it here because I didn't think that anyone was still reading it.

Somewhere along the way I sent Campbell Douglas an official-looking email claiming that the money that he wants had been transferred to him via ForePay International. Because the lad wants the money sent to Amsterdam, ForePay told him that he would be able to collect the money at a bank in Belgium. Not suprisingly, since he wouldn't even go to WU, he didn't go to Belgium, but he is giving me an opportunity to get him on webcam! The story thus far (warning--harsh language ahead):
