That law you mentioned seems a bit rough. I'd have thought that the locals wouldn't have stopped someone getting access to cash – they'd stop being refugees, right? I can hazard some guesses, but they ain't purty...
OK, putting that aside, two things.
Firstly, just what's going to happen once you get started?
Secondly, there's a problem with the ID – I don't have a driver's licence and there are strict rules about copying passports.

This is to inform you about my findings from the High Court of Justice as I informed you earlier today. Actually, I had an appointment with them to come back and pick up the documents today, I am just coming into my office and decided to give you brief information regarding this transaction without wasting more time.Well as for the ID issue,since you are unable to get the international passport or driving licence,it's very neccessary that you have to send to us your contacts details which include your house or office address,your telephone and fax number is also required for to the propagation of this transaction.However, I went to the Federal High Court of Justice of Cote D?Ivoire that are in charge of those documents need by the bank to help you in receiving the funds of Late Mr Richard Raymond Johnson.The High Court Registry made me to understand that the processing of those three documents in your favour will cost the sum of $2,875.00 for the Change of Ownership, Affidavit of Oath and the Authorization letter.
