Xan someone explain what this type of scam is? I am not following how the credit cards and bank accounts come in to play. What angle is the scammer trying to play? He is a supposed tour guide?

Nope, the scammer is targeting tours. In my case a boat or ship chartering tour. The end game is still just CC scam. Charge "X" amount to Credit Cards until you get the agreed upon amount then send the extra $8,000 to the Scammer's "Travel Agent".

I'm just being a little extra colorful in hopes of getting a quote like the one in Shiver's siggy line "Please sir my name is not Ahoy Matey, thack you". But the pirate modality is fun for this bait as a change of pace.
