Following up about WIMP: I recommend a couple of changes from the original format, set forth in the links above.
(a) Build rapport with the mugu first. Hint that you want to know if you can trust him, then finally reveal the awesome secret that you work for WU.
(b) Restrict the delivery location. Too many mugus have friends in a distant place who would try to pick up the MTCN's, and no one would actually travel. To avoid this, there is only ONE WU employee who can be trusted. He is in Accra, Ghana (or wherever). The mugu must deal with him and him ONLY (for security reasons). To insure that the mugu is only going to deal with him, you will not activitate the MTCN's until the mugu has arrived at the destination.
(c) Provide an anonymous photo of an African man in a business suit to the mugu - this is a picture of the corrupt WU employee. Ask for a recent photo of the mugu to forward to the corrupt WU employee. They will need to recognize each other.

In addition to what Bruin has advised regarding making sure the mugu travels you could try and locate some of these offices on Google so you know what they look like, then ask the mugu to send a photo of himself outside the office when he arrives so you know you can activate the number. |
